Bharat Jal-Grid for Viksit Bharat 2047 A District-Level Water Network for Drought-Free India by 2040

India faces a structural water imbalance. The country receives about 4,000 billion cubic meters (BCM) of rainfall annually, but only about 1,123 BCM is usable due to geographic and storage constraints. (cwc.gov.in)  At the same time, nearly 600 million people face high water stress, and per capita water availability has fallen below the water-stress threshold.

This paper proposes a National Water Grid (NWG) as a district-level integrated framework combining river interlinking, storage systems, groundwater recharge, local balancing nodes, and digital water governance.
