The All India Representative Assembly (AIRA) expresses serious concern over the Indian government’s indifferent behavior towards China’s multi-dimensional threats and its aggressive and threatening moves. The government continues to deny the serious transgressions being carried out by the People’s Liberation Army of China and is dismissing them with negligence, stating that “there is a lack of equal vision in realizing the actual control line.” Efforts to reduce strategic rivalry between both countries have failed to expose China’s expansionist and imperialistic intrigues. This situation could prove fatal to national interests.
AIRA is alarmed by increasing military and non-military cooperation between China and Pakistan, which is a serious concern for our national security. The presence of ten thousand Chinese military forces in the Skardu region (officially administered by Pakistan in Kashmir) for construction projects and maintenance of the Karakoram Highway is a serious issue aimed at encircling Kashmir. Other worrisome issues established by China include providing Pakistan with a nuclear power plant and transferring ballistic missile technology, which could create conditions conducive to nuclear warfare in the region.
In recent incidents, China’s malicious intentions have become apparent. It has falsely accused India of encroaching upon 90,000 square kilometers of Chinese territory, including Arunachal Pradesh and Sikkim. Its maps do not show Jammu and Kashmir as part of India, nor do they depict the 1600 km long India-Tibet border in Jammu and Kashmir. Alongside Arunachal Pradesh, China has started issuing separate visas to Indian citizens of Jammu and Kashmir. Chinese military units had intruded into the Gombi region of Demchok last year, halting ongoing construction work. In Ladakh, a centrally sponsored NREGA road construction project in November 2009 was also stopped due to objections from the Chinese military. Essentially, China has encroached upon our territory by crossing the Line of Actual Control and has constructed a 54 km long road for military purposes.
AIRA views China’s ongoing conspiracies in our northeastern region as a serious crisis. It should not take lightly China’s consistent claims, as it has set its sights not only on Arunachal Pradesh but on the entire northeast region. Recently published in a leading national weekly, evidence of China’s involvement in encouraging terrorist groups like NSCN and ULFA by providing them with arms and financial assistance necessitates our vigilance in this direction. Additionally, ISI is also working with China in various parts of the country. The Assembly expresses concern over increasing incidents of Chinese spies being caught in different parts of the country.
In the recent past, the widespread entry of Chinese goods into Indian markets has posed adverse effects not only on Indian industries but also raised serious challenges for our security, health, environment, and policy. A.I.R.A. urges the government to seriously address the infiltration of Chinese goods through our trade and commerce channels. All citizens are advised to avoid using Chinese goods while promoting patriotism.
The All India Representative Assembly wants to draw the attention of the Indian government and citizens towards the Chinese threat in the southern Tibet region, where China’s activities are altering the flow of rivers. Through these efforts, China is depriving India, Nepal, Bhutan, Bangladesh, Myanmar, and Thailand of their rightful water resources from rivers like the Sindhu and Brahmaputra originating from Mount Kailash-Manasarovar in Tibet. Due to China’s excessively secretive approach to water management, the India-China Joint System established in 2007 to resolve water-related issues has also been obstructed. Sudden floods have devastated our states of Himachal Pradesh and Arunachal Pradesh. At that time, suspicions arose that Chinese interference in river flow might be the cause. Our engineers were not allowed to inspect the upper stream of the river.
In such challenging situations, the All India Representative Assembly calls on the government to:
- Reaffirm Parliament’s unanimous resolution since 1962 to reclaim every inch of Indian land occupied by China.
- Take immediate effective steps for the modernization and military infrastructure development of our army. Special emphasis should be given to the construction of infrastructure in border areas. Consider establishing a Border Area Development Agency to halt migration of people from border area villages.
- Use aggressive diplomatic tactics to expose China’s designs to the world. Skillfully employ all international forums including ASEAN and the United Nations in this regard.
- Chinese manufacturers should not be allowed to freely operate in Indian markets. Immediate bans should be imposed on the sale of Chinese toys, mobiles, and other products. Illegal trade conducted through border crossings should be firmly blocked.
- Strict adherence to visa rules and vigilant monitoring of active Chinese citizens in India.
- Deny entry to Chinese companies in strategically important and sensitive regions.
- The riverine countries like Myanmar and Bangladesh should be united against China’s illegal attempts to obstruct river water flow.
